Sergei Nechaev was called to the German foreign ministry, Polish state news agency PAP reported.
"We summoned the Russian ambassador to the foreign ministry this morning and made it clear that we are monitoring Russia's actions very closely and will take steps against them," a spokesman for the ministry said.
Germany has accused Russia of carrying out a major cyberattack on air traffic control in 2024 and of trying to destabilise the German federal election in February this year, the BBC reported.
The spokesman said the 2024 cyberattack could be traced to a Russian hacker group known as Fancy Bear.
"Our intelligence findings prove that the Russian military intelligence service, the GRU, bears responsibility for this attack," he added.
Germany has also accused Russia of running a disinformation campaign known as Storm 1516, "aimed at influencing and destabilising" both the last federal election and the internal affairs of the country.
The spokesman said Russia’s activities "very concretely endanger national security," not just through its war of aggression against Ukraine, but also inside Germany.
He added that Berlin, together with European partners, would take "numerous countermeasures to show Russia the price of its hybrid activities."
Germany has seen a rise in hybrid attacks orchestrated by Russia, the PAP news agency reported.
According to German Foreign Minister Johann Wadephul, such incidents occur daily.
